Draft question → Open RFI → Responses → Official Response → Closed RFI → Distribution

• The Manager owns coordination.
• Respondents provide answers. Opening the RFI initially places the ball in their court.
• Subscribers follow activity but are not automatically responsible for the next response.
• The Official Response is an accepted response; accepting and closing are separate decisions.
• Distribution records which question and response attachments were selected and who received the closeout email.
